Senador Paulo Davim defende que contribuições para o setor venham
O senador Paulo Davim (PV-RN) defendeu em plenário um aumento das contribuições de recursos públicos para a área da saúde. No entanto, esse subsídio não seria proveniente de um aumento da tributação.
Para aumentar os investimentos da área da saúde, o senador sugeriu que uma parcela desse dinheiro viesse da arrecadação obtida com micaretas, loterias e multas de trânsito. No entanto, esses eventos não podem ter cunho religioso ou cultural.
Ele explicou que as infrações de trânsito e os grandes festivais acabam gerando demandas dos serviços públicos de saúde, devido ao atendimento de feridos e as conseqüências de episódios de violência e consumo de álcool. Esses fatores serviriam como justificativa para que parte dos recursos obtidos nesses eventos fosse utilizada nessa esfera.
Em declaração, o senador diz que luta para que a saúde seja prioridade. E alerta que não está tirando percentual de ninguém com essa proposta, mas está diminuindo o acumulado que integra a primeira faixa de premiação nos concursos de final zero da Mega Sena. Paulo Davim diz que dos 22% acumulados para os sorteios de final zero, ele está propondo 5% para o percentual destinado a saúde.
Por fim, Paulo Davim afirma que hoje existe um déficit no financiamento do setor da saúde pública. Pois o total de recursos públicos destinados à saúde no pais seria de R$ 127 bilhões ou 4% do Produto Interno Bruto (PIB), em 2009. Esse valor estaria muito abaixo da média dos países desenvolvidos, que destinaram aproximadamente 10% do PIB no mesmo ano.

Finally, Paul Davim states that today there is a shortfall in funding of public health sector. For the total public resources devoted to health in the country would be R$ 127 billion or 4% of Gross Domestic Product (GDP) in 2009. This value was well below the average of developed countries, which allocated about 10% of GDP in that year.
